By default Oracle Enterprise Installation(OEL) installation not include following packages, so install it before starting Oracle Database & CRS 11g installation

The following packages (or later versions) must be installed on top of default OEL default installation

elfutils-libelf-devel-0.97

unixODBC-2.2.11

unixODBC-devel-2.2.11

As per Oracle Documentation
